The $350 or so deviation from $1500 is to factor in taxes and the OS (which I didn't include, feel free to choose what you want, windows 8 is nice, I hear.)
Though if you have more left over after that you can save if for w/e, or just yeah get more accessories.

I'd suggest sticking with Windows 7, with Windows 8 being fairly new there's still a lot of bugs and such, but it's your personal preference. The layout is easily fixed with Start8 from stardock.
Windows 8 is faster and most bugs will be fixed in a matter of months, if they haven't already been, the majority have.
