I had the same problem, just push okay, and wait don't click on anything steam related and it'll eventually download give it time.

It's just your computer being slow, probably because it's doing a lot of writing to the hard-drive while uncompressing the files, which means windows can't do what it wants too and so it says "This program is being mean and slow and I can't access it wat do mastur?"

just click wait for program to respond and wait for a bit, it'll finish eventually.

It's not even really an error, or issue, it's usually just your computer telling you that it can't communicate with a program because it's too busy, and needs more time to finish whatever it's doing.

Windows however gives you the option to terminate the process in-case there is an actual issue because many people believe that their computer has 'frozen', or just so you can easily close the program if you wish, seeing as it won't be accessable for you to exit it regularly.
