Death run voteban and votekick

I have noticed that most recently on the deathrun server, the votekick option is disabled (which i have no complaint to) however if the votekick option is disabled then why is the voteban option enabled? why not allow only the votekick option instead of only the voteban option. I see some people starting a voteban for the stupidest things. Thanks for your time and consideration.

I made a thread already asking this and Fire said that he enabled voteban with no ! or / at the start it bans them for 30 minutes though and I am usually on the server or sure to kick who is needing to be kicked but if not then voteban is an option
