Potential Idea for VSH Single Raging

This is a pretty polarizing topic among regulars in the VSH server (no pun intended) but I know that there are pretty strong feelings about the general strength of directing Saxton Hale's rage towards a single target, especially if they are the only one affected by the rage. The general argument differs between the innate unfairness of being unable to react or counter when you're the sole target of a Hale rage to simply accepting that single rages are a part of the game for curbing experienced players to allow less experienced Hales to win. Admittedly, I occasionally I get salty myself when I get single raged but I understand that Hale is meant to be superior to any class in any aspect.
Despite the arguments, I've encountered a handful of servers that have taken to nerfing single raging by actually decreasing the duration of the rage stun if only a single person was affected by a rage. This mechanic wasn't applied if more than one person was affected by the rage and the stun duration remained the same if this was the case (though I'm not sure what the policy was with buildings). Some of these servers even had disparaging remarks about single raging when it occurred, usually in the form of "Hale used single rage! It's not very effective..." as a way of encouraging less targeting. it's an idea that might be worth discussing if people think it might be an effective way of balancing out the primary playstyle of how Hale should be utilizing rage as opposed to erasing particular players.
Regardless, does anyone have any thoughts on the matter? Freak Fortress could theoretically apply these changes as well but the gameplay surrounding that mode is unique enough that it might not need any change of that nature.
