I wouldn't really count that as spam because according to the times, the Lenny faces weren't one after another, he just looks like another one of those guys who puts a Lenny face after everything he says.

Like Sedan said, it's not really spam.
If you look at the time of the messages, they are not right after another.

EDIT: My mistake, there was one time when he actually spammed consecutive messages.
He doesn't need to be gagged for this but maybe warned.
