It works both ways; the hale could easily do the same. It's more beneficial for everyone to have a cap option as to not have to wait 10 minutes for the hale to chase after scouts and cloaked spies and eventually kill them.

Other servers that allow these taunts do not have the problem of an entire server being useless. These taunts were disabled when they were fairly new and at their height, so of course everyone was using them at the time, but this is no longer the case. And we still can't use them, why?

I would suggest to get rid of the map instead. It's ugly, rarely played, inconsistent from the rest of TF2's art style, and it's bullshit.
