Leaving Cell

I want some clarification on this rule:
21. Leaving your cell before 7:15 is considered rebelling unless commanded to do so


If someone gives an order such as:

When I say go, take a step out of your cell and freeze

Simon says we are playing Simon Says
Simon Says that I am Simon.
All Ts take a step out of your cell and freeze

And doesn't say go or give a simon says order before 7:15, am I allowed to leave my call at 7:15 until given an actual order?
