Okay so Mers explained this to me. If a T is just standing in their cell obviously in the spawn position when a "stay in cell" order is given they may not be killed until 7:15. A CT can obviously tell the difference between someone just standing in their cell or someone freezing because they are asking for a repeat.

As for cts killing terrorists in thier cells before they open, I asked fire about this a while ago and he said that they can infact killing terrorists that are not complying with orders UNLESS they are afk frozen in the middle of the cell then they must wait till 7:15 to kill them.
