As what you've tried so far hasn't worked, you will need to reinstall steam.
To backup your games and avoid having to reinstall them:
Copy the folder Steam/SteamApps/common to another location.
Copy all the appmanifest files from the Steam/SteamApps and put them in the parent folder of where you stored the common folder.

i doubt this will work cuz it wont even let me delete the file so i dont think uninstalling steam will even work

What message you get when you try to delete the file? Use FileASSASIN and try deleting it with all of it's file processing methods.
