I can still hear the advertisements whenever I'm on the servers and keep in mind, my volume for steam webhelper is completely off...
any suggestions?

Type in the console cl_disablehtmlmotd 1
If you don't know how to open the console, press `, next to your 1 key. You can also disable html motds through advanced options

Disclaimer about disabling html motds, it disables you being able to use commands such as !bp and !pc. While it does disable ads playing, it disables quite a few useful commands as well. You can always re-enable it though if you have to I guess.
