Steam Game Download Issue [Fixed]

I recently built a new PC and upon installing Steam, I have always had this problem where the download would stop randomly at certain points.
Just yesterday, it has progressively gotten worse. If I manually click resume to start the download, it instantly pauses the download.

I have tried several solutions to fix the problem but none have come out successful:
  • Changed download region.
  • Limited my download bandwith.
  • Uninstalled steam three times.
  • Ran Steam as administrator.
  • Deleted everything in the Steam folder except for the Steam.exe and the steamapps folder, and updated Steam.
  • Restarted Steam several times.
  • Error-checked my Hard Drive for any problems.
  • Ran a diagnostic on my RAM memory for any problems.
  • Scanned for any viruses that may be interfering.
  • Checked background processes that may interfere with Steam downloads.
  • Checked my Firewall settings and other Antimalware/virus exceptions.
  • Did "ipconfig /release; ipconfig /renew."
  • Flushed DNS
  • Deleted everything in my Downloading folder.
  • Instead of clicking resume, I clicked "Play" and let the installation run.
  • Moved my entire Steam folder outside of Program Files (x86) and into drive C:.
  • Ran Steam through Sandboxie.
  • Updated all Network drivers.
  • Set Steam to Low/High Priority
This problem occurs for every game I install. There are times when I'm lucky and I can actually complete the download. (With the exception that the download pauses randomly, in which I have to manually resume it.)

UPDATE: Apparently my Steam is running in Compatibility mode when compatibility is not even enabled.
I can not find a fix on this, if anyone knows a solution please let me know.

Solutions I have tried to fix this:
  • Checked regedit to see if the Compatibility was hidden in the Layers folder.
  • Checked the properties of both Steam.exe and Steamwebhelper.exe.
Fixed.
