I have seen people come into VSH and have like 500+ ping and it is just terrible. I know there is a 300 ping limit in C:SS minigames, and I would like if we could have the same in VSH.

In deathrun I usually kick people for a 300+ ping as they can skip traps sometimes so it would help if it was added

Does someone elses ping effect the game? Because mines around 200 and that's good for me :P

Ping affects others on the server.

Say you had a ping of say 300. Your character model would lag / teleport, and others would see you, but you wouldn't notice yourself doing it.

This would be nice, because there are very few people from the closer hemisphere that play on the server.

It effects everyone. Valve made lag compensation very good though, so thankfully it's no where near as bad as it could be. It still changes things though. It'll fuck up hit registration and stuff, and will mostly mess with projectile classes, like soldier, since rocket splash is based on where the server has someone positioned, where as hitscan is based on where you hit the model on your end.
