Moderator?
Moderator?
Some places have a moderator, then above them is admin, maybe thats something you could use? If they pass the vote test them as moderator and see how they do? Just a thought.

I liked the idea just because I know when people even get a little power they change and you can see the true side of some1 for the most part but not a lot seem to like it, good idea.

We already have Admins and Top Admins on the server, there's no real point in adding an additional rank.
Either you trust someone on your server with administrative powers or you don't. Obviously different tiers can be useful, if you only want to give people that you REALLY trust the potentially damaging abilities, but anything below the ability to ban someone is pretty pointless.
I've been on a server before where an "admin" got harassed and vote-banned off the server because no one liked him. Granted he deserved it, especially when he started lighting everyone on fire for vote-banning him (lol). If they can't remove someone from the server then they're likely to escalate an issue without the ability to de-escalate.
TL:DR no real need it adds complication/drama/begging for no real administrative gain.
