As the second link shows.. He just said he was admin, which is impersonating.

In this case, there is not enough proof that "Carl" here is actually impersonating or just joking. If there were screenshots/proof that he was, say, asking people for items due to his supposed position of power, then that would be a bannable offense, but right now, there simply is not enough proof.

I looked around in the chat. Nothing was there. In voice chat there was asked by a kid if there was a admin around. He said that in chat. Though, sure he might joke around with the kid, but I still think it is kinda a serious offense...

It can be misleading, but he isn't actually being malicious with it. If he was threatening to ban/mute/gag/silence/etc someone and act like he's an administrator, then that's when action needs to be taken. There's a fine line just being silly/teasing and trying to scare people with it. If that's all he just said, then I see no point in him getting banned.
