I just realized that the 10x Mariokart Server's Ranks portion hasn't been placed up at all.
So, I would analyze this and see if he is ban dodging, but cannot due to that.
Also, I don't think the format is really necessary, except that we need his new profile to identify him.
However, if he is purposely dodging his ban, then I will agree with Mindacos above. An I.P. ban will need to be implemented, because it looks like he doesn't care about the rules and can easily dodge the ban.
