Personally do not see an issue with his game play.
For clarification, the only time orbiting truly becomes an issue is if the player is constantly orbiting until the rocket blows up, or right before it blows up. Some players need to orbit a few times before they hit the rocket, and other users on the server were orbiting for similar amounts of time.

The first seconds of the clip show him orbiting until the rocket explodes. This wasn't a rare occurrence, and happened each round on a regular basis. Just as a heads up, this video does not showcase the entire map, where he would do the same thing: Orbit 4~5 spins and then hit (Each time he received the rocket.)
If you still believe he isn't breaking any rules, then it's not that big of a deal, this report can be ignored. I understand some new players need some time to adapt, and some even have ping issues. (It still ticked us off though. Especially after being explained what he's doing, and his only response being "no.")
Wish there was a "Delay of Round" option in the report menu, specifically for Dodgeball.
