Weapon: Kukri that Deals 250 DMG Upon Swing

Abilties: Super Jump & Hook

Rage: Upon the loss of 250K HP. Finn gains Medium Sized Spook (6 Seconds) And No Knockback with faster melee attack speed (Scout attack melee speed) (Rage Without Spook lasts 5 Seconds)

Boss Body Type: Spy

Weapon: Knife

Abilties: SuperJump & Slow Motion With Dash (Slow Mo & Dash Takes 65 Rage. When Slow Mo & Dash is activated. The Boss Can Dash Forward. left. back. right and he'll get Slow Motion with every dash.)

Rage: Upon Loss of 350K Hp. Payne gets his trusty (Pistol) Big Kill With Six Shots. All Distance Stun. Insta Slow Motion for 5 Seconds

Look, The super jump is a staple for bosses, same goes for bosses that use teleport.

But for the dash with slow motion, it feels like it could be a rage on it's own, So Rather than a dash with slow motion, How about...

Disarming Enemies for a certain amount of time
Max Payne could disarm enemies when he backstabs them, Rendering the victim only using Melee, or being a civilian for a short amount of time.
I would say about 3 - 5 seconds at best, but if it feels too long or short, it could be changed.
*Or better yet it drops their weapons and they have to pick it up again to use said weapons.

I can see where you're going with this. Shootdodge. A core mechanic in Max Payne, but what you're telling us right now feels like Gentlespy rage with a slow motion added to it. So, Rather than just giving him a Single Pistol, why not an assortment of guns.
Exempli Gratia. Max Payne could be given, 2 weapons but minimal ammo. Like 10 - 25% ammo than the original.
So he would have a pistol, a shotgun both only having 10 - 25% ammo. It can 1 shot scouts but have to use 2 shots to kill a demo or a soldier.
Passive

Taking a bit of inspiration from DOOM, We should have "Painkillers" spawn from different locations.
Painkillers would give Max 75% Bullet Resistance, 50% Explosive Resistance, 30 - 45% Flame Resistance for about 8 - 15 seconds.
Painkillers should randomly spawn from 30 - 60 seconds, or dropped by a killed Red Team.
The Chances of Painkillers dropped from a red team should be low, as of fear it would give Max a Huge advantage
